Geneva Guadalupe is a new manager on the busiest medical and surgical unit in a tertiary hospital. There are 39 beds on 9 Tower, which has a high volume of diabetes patients. She is excited to improve the quality and outcomes on this unit. During her interview, she learned that under the previous leadership the quality was deteriorating, as reflected in Hospital Consumer Assessment of Healthcare Providers and Systems (HCHAPS) scores and absenteeism and turnover rates. It was costing the unit between $42,000 to $65,000 to replace a nurse.

While making rounds, Nurse Guadalupe observed complaints about missed nursing care from all shifts and decided to make staff accountable for ensuring that patient care is completed. She asked a CNL to monitor the types of patient care activities that were being omitted. After 1 week, the CNL stated that it was difficult to make that determination because everyone had a different opinion on which interventions were being omitted. Additionally, staffing was an issue. The manager’s initial response was, “What’s wrong with staffing? Why would you blame staffing for omitting patient care?”

People are generally familiar with the range of human service organizations that form their community’s “safety net”. Some organizations in the community network provide assistance to families and children, others may help people who are homeless or who have disabilities of some kind. People also have a general notion of how these organizations are organized, e.g., staffing, services, funding.

This first assignment asks you to use management theories reviewed in the readings as a “lens” with which to describe a human service organization in your community.

1. Select an HSO in your community you are familiar with either as an employed staff member or as a client of the organization or simply a member of the community. Overview

At this point, you have learned that earned value management (EVM) is best when all the project requirements are known and the planning is done, and it works well for a Waterfall approach. However, many organizations now use an Agile or Hybrid approach. In these approaches, planning is not done upfront for all requirements of the project, but there is a project scope, budget, and deadline for all projects. Therefore, EVM should be used.
